Oregon State University's Cascades campus in Bend has moved safety staff to 24-hour shifts. The change follows two reported sexual assaults in university housing and a shooting at a nearby elementary school.
University officials stated the assaults occurred on Oct. 8 and Oct. 10 in the campus's only residential hall. A letter to students noted that the victim did not know the assailant. Investigators are still reviewing both incidents.
Charlie Woekel, president of the Associated Students of Cascades Campus, presented the issue to the OSU Board of Trustees at its Friday meeting. He cited the proximity of the events as a primary driver for student anxiety. "These three distinct events happened within seven days of each other and have students concerned for their physical, sexual and emotional safety," Woekel said. The board included the Silver Rail Elementary shooting in its assessment of the local environment.
Student leaders are asking campus partners to review and expand emergency protocols. This includes procedures for active shooter situations. They also want clearer communication about sexual violence prevention and response resources. Woekel noted that the community has remained unified despite the recent trauma.
The campus closed on the Friday following the shooting and reopened for classes this week. Silver Rail Elementary remains closed indefinitely, while Bend-La Pine Schools stayed shut. Student Health and Wellness and the Student Counseling Center have opened confidential drop-in sessions for students and staff. Interim Chancellor and Dean Christine Pollard wrote to students that creating a safe campus is a shared responsibility. She encouraged the close-knit community to look out for one another.
Board of Trustees Chair Karla Chambers addressed the group's concerns directly. "I want you to know that the entire OSU family stands with the Bend community," she said. She acknowledged that the healing process will take time. The university provided lists of confidential and non-confidential resources to those affected by the sexual violence reports.
